UN war crimes prosecutors were allowed to visit some of Gaza's sites under a United Nations Security Council resolution adopted last week, despite objections from Israel.

The probe, by Israeli prosecutors and UN lawyers, is an attempt by the United States and others to link Hamas's military wing, the Izz al-Din al-Qassam Brigades, to war crimes committed by the Israel Defence Forces (IDF) after the Gaza war ended in July 2008.

The US and Israel have long argued that Hamas, the Islamist movement that controls Gaza and is designated a terrorist organisation in the UN, acted to protect the destruction of civilian life in Gaza and to justify the killing of several thousand Palestinians during the Israeli-Settler war that killed nearly two thousand people.

The investigation by United Nations officials began in mid-April with the arrest in the Hamas stronghold of al-Bureij of six Palestinians, including four top military commanders from the army's elite Rapid Response Division, for alleged war crimes during Israel's 2006 war with Gaza.

The seven Palestinians are all Hamas members and leaders, according to the UN. The indictment said all the suspects were ordered by Hamas's military wing, Izz al-Din al-Qassam Brigades, to remove evidence of wrongdoing or commit it.

The United Nations has been urging Israel not to prosecute war crimes suspects, and has called on Hamas to take an active part in preventing such prosecution, saying that, with the death of a senior Hamas figure, the group's internal politics have forced the group to step in.

"They can't take it on themselves to protect and help the Palestinians," a senior UN investigator in Gaza, who spoke on condition of anonymity, said of Hamas. "It is now up to the regime and the entire system of the organisation to ensure that no evidence from the investigation is used against any of its top leaders or people."

Israel says the court action was carried out by the military wing of the Hamas-controlled group under the supervision of the UN in violation of international law. Israel disputes the charge and accused Hamas of carrying out "a total witch hunt".

A senior Israeli official, who requested anonymity, said it would have been difficult for the UN to open the inquiry on Israel's behalf since the Palestinians held the keys to the Gaza Strip during the four-month war.

"So, if a resolution was adopted against Israel, the Palestinian Authority would have had to hand over its key administrative and funding assets and so on," the official said.

UN and Israel officials said they had not received an answer from the court that opened the probe but that the investigation had been ongoing.

The ATO report will reveal a wide array of findings on financial technology, including the introduction of the Alternative Value Account scheme in 2014 as part of the new financial transaction tax concessions introduced on October 2 by the Turnbull Government.

The ATO report will examine how people had been able to use technology to get a bank account or cashless payment without having to have one and the impact on individuals and businesses, said the Tax Institute, which produced the document last month.

However, tax experts and people familiar with the review are sceptical the plan will have much impact on people's use of cashless payments by reducing costs.

The ATO does not have a database of the cashless transactions made to banks, but the Tax Institute estimates that about 40 percent of transactions made on mobile phones between April and September last year involved some kind of payment made via a pokie, with the vast majority of payments made by using a mobile phone.

"This paper highlights the impact of the cashless payment reforms on the use of credit cards and payment networks in a number of areas across the country, including the use of the Alternative Value Account," the ATO said in its analysis of the changes.

"It will provide a useful resource for ATO officials to consider what impact the cashless payments regime will have on the current user base, the number of ATO transactions and their cost implications."

In 2014, the ATO started rolling out the new concessions on a trial basis, a move the government had said was necessary to "reassure customers, avoid confusion and enable them to reduce their reliance on cash."

Under the reforms, all transactions were subject to $10 processing fees, which the government described as a "minimum".

The ATO has been exploring ways of improving the efficiency of cashless transactions as well as the speed, reliability, and security of payments over a number of years.

Last month, the ATO issued a white paper exploring new ideas for the technology, which suggests more banks will be able to offer their users a wider variety of payment schemes, which would be better suited for small to medium businesses who may not always have a mobile phone.

The paper also recommended allowing people to set up online accounts online.
